The book is the result of an exhibition in the Hermitage
Museum. With 168 pages filled with magnificent colour
illustrations of arms and a few flags, photos of various
objects with the arms, etc. it is truly an exceptional book.
It has an introductory essay on the history of the arms.

A masterpiece of vexillological research, written by a historian
working for the Reichsministerium des Innern (Veit Valentin) and
a (young) heraldist (Ottfried Neubecker). Most of the book is text (not
straightforward to read as it is printed in Fraktur font) with only twelve
plates of excellent flags and coats-of-arms images by Neubecker. The first
part studies in depth the origin of the German colours, both the
black-red-yellow and the
black-white-red; the second part contains many
literal quotations from historical legislation on German national flags
