This book can be considered the “bible” of Croatian heraldry, listing the principles and charges of heraldry in Croatian and of Croatian family coats of arms. Contains some 20 black and white tables illustrating the concepts and charges used on coats of arms. Also, basics of sfragistics and genealogy are presented. In addition to the text and black and white illustrations of the 1st issue, here are added a number of new illustrations in colours, additions regarding the new state arms (since last issue Croatia gained independence), the terminologic dictionary of heraldic expressions (Croatian-German-Italian), summaries in German, English and Italian, and bibliography lists are enlarged. The part regarding the basics of vexillology is added (12 pages).

Nearly a replica of [zna99] — three stars added for Gagauzia, the whole flag, not just the canton of Taiwan, the flag of East Flanders has been replaced by the one of Ouarzazate (twice!), the flag of Amsterdam slightly changed, flag of Warsaw/Prague added (one image) - the name "SCHLESWIG-HOLSTEIN" added; Zuidholland’s flag replaces the Scottish; no new flags for Rwanda, Comores, Nunavut — so it seems to be more a correction than an “update”.

Considering that no relevant flag book (except for the Album corrections) was published after Crampton’s 1990 books, I agree Znamierowski is «the best flag book in the last ten years».

But I find the amount of mistakes far too much for what that book ought to be — a good, reliable reference work. Such as Smith 1975 is. When I find now something new in Znamierowski 1999, I ask myself, «is this a novelty, or just one more mistake?». Pity.

I should point out that while it’s a very nice book, it’s not quite an "encyclopedia." Flags are placed in certain sections without a clear order, which gives a nice overview but not an encyclopedic comprehensiveness and accessibility.
