The law (article 1) says nothing on the vertical positioning of the arms, so I made it in the most natural way - in the middle. Another possible solution would be that the upper edge of the shield comes to the edge of blue and white fields, but this makes poor image in the lower part, considering the given height. Also, the design of the arms is not mentioned. I guess it was defined in some other law.

According to law (article 2), the merchant ensign was similar to the national flag. This ensign is similar to the current merchant ensign of Serbia and Montenegro, too.
